CDCF is a Philadelphia based non-profit organization that gives overlooked, underserved and well-deserved children in the tri-state region Dream Celebrations.
CDCF also seeks to shine a spotlight on exemplary children in our communities who win through adversity and never give up.

We bring dream celebrations to life through donations,
volunteers, community partnerships, fund raising events and our sponsors.
We do it by collaborating with each DREAMER, their guardian(s), health care team and school faculty.

Amorah is only five years old, but in her short life, she has endured more than many adults will. Yet despite the hardship and instability Amorah continues to shine bright. A reminder that resilience and joy can coexist, even in the toughest times. will be a beautiful reminder that she is seen, valued, & deeply loved.
JoAnn Troutt is the Founder and Executive Director of Children's Dream Celebrations Foundation.
JoAnn was educated in the Philadelphia Public School system and received her Degree at Manor College.
After a 30-year career in the financial and retail Industry, an entrepreneur in the event planning industry and the CEO of Troutt Printing Co. JoAnn is thrilled to begin her charity work through the efforts of her non-profit she named "Children's Dream Celebrations Foundation", one which strives to bring children's dream celebrations to life.
JoAnn's lifelong passion has always been to see deserving children celebrated, uplifted and enlightened during difficult times, and times when accomplishments deserve to be celebrated.
Working in the event planning industry, JoAnn noticed there were a lot of deserving children whose families were unable to honor their children as they celebrated some of their biggest wins or overcame some of life's biggest challenges due to financial hardships or financial obligations, making it nearly impossible to bring their child's dream celebration to life.
That as well as other factors led her to create CDCF so our most deserving children could experience the positive impact her dream celebrations could bring, as well as, bringing together volunteers who strengthen the communities they live in and serve.

Maria E. Davila-Shivers was born in Philadelphia, PA and received her education in the parochial school system of Philadelphia. Maria currently resides in the great state of Delaware where she works in an administrative support role at a Children's Hospital and has been providing administrative support for over 30 years. Maria

Maria currently resides in the great state of Delaware where she works in an administrative support role at a Children's Hospital and has been providing administrative support for over 30 years. Maria says the most rewarding time of her life has been spent volunteering and helping children and their families.
As our Secretary, Maria is responsible for all administrative duties and provides administrative support to our team. Maria also maintains CDCF's calendar of events.

Brenda Morrison was born in Richmond Virginia, grew up in Bensalem PA, graduating from Bensalem High School. Brenda currently works as an Assistant Accounts Payable Supervisor. She also serves as a member of her church's Women's Ministry, chaired the Marriage Ministry as well as the Children's Ministry. Brenda is also

In her role as Outreach Coordinator, Brenda initiates contact with CDCF nomination source, providing guidance regarding the application process and communicates the official request for all relevant documentation, specific to the request.

As CDCF's Treasurer Kristina is responsible for overseeing all financial transactions and fundraising efforts. Budget planning, financial reporting, record-keeping, and managing incoming and outgoing funds.

We are so excited to host a dream celebration for your deserving child. Please send us a written message (100 words or less) or a short video message to our team for review. Once we have all the pertinent information needed for determination, our team will complete a final review. (All nominations will be vetted by our team).

Confidentiality Notice: Children's Dream Celebrations Foundation recognizes any and all forwarded documentation received is legally confidential, privileged and proprietary information. CDCF will only use this information for the intended purpose of gathering factual information in order to support sound decision making as we consider your Dream nominee.
Children in our Tri-State area, with some exceptions, who have been nominated by a family member, guardian, school faculty or medical team. A child does not have to be terminally ill to qualify for a dream celebration, nor is a dream celebration necessarily the child’s “last wish.”
We accept nominations from family members, physicians, school faculty, social workers and Child Life specialist.
Our dream celebrations vary as much as the personalities of the children we serve. from superheroes to princesses and your favorite Disney characters- the staff of Children’s Dream Celebrations Foundation is there to create an experience your child will never forget.
No. Our goal is to create a memorable dream celebration for both the child and their family. All appropriate dream celebration expenses are fully covered. **Please note travel is not included**
Children’s Dream Celebrations Foundation relies on the kindness of individuals and corporate supporters to grant the funding to create our unique dream celebrations.
**Children’s Dream Celebrations Foundation does not receive federal funding.**
No. We do not use the services of telemarketers to raise funds.
Every child chooses a unique celebration theme. Each theme includes venue, theme decorations, food, favors, cake, photos and video. and memories that last a lifetime.

On a daily basis, our children face critical issues that have a direct impact on their lives. They face everything from health challenges, financial hardships, socio-economic such as income, education and community safety. We also have children in our communities who deserve to be celebrated because of their many accomplishments made in school, at home as well as in their communities.
Our purpose at CDCF is to provide a benefit to communities and segments of the population that are often overlooked or underserved, by providing dream celebrations for our most deserving children and bringing together the communities we serve.
